How Much of the $1 Trillion Fab Boom Is Actually Built? A Status Check
37 of the 80 projects FabPulse tracks are actively under construction, 31 are already operational — and a few of the biggest dollar figures are still just paper.

Of the $1.04 trillion in semiconductor fab investment FabPulse tracks across 80 projects, only a portion is fabs that exist and are running today. Here's the real breakdown by construction status.
Operational: $162.4 billion, 31 projects
Just under 40% of tracked projects — 31 of 80 — are already in production. In dollar terms, though, that's only $162.4 billion, about 16% of total tracked investment. Operational fabs skew toward smaller, faster-to-build facilities: specialty and legacy-node fabs, packaging and test sites, and materials and equipment plants that don't require years of leading-edge tooling installation.
Under construction: $468.7 billion, 37 projects
The largest bucket by both count and dollars. This is where most of the “trillion-dollar fab boom” headline figure actually lives right now — nearly half of all tracked investment is physically being built but not yet producing chips. TSMC's Arizona campus, Samsung's Taylor buildout, and Micron's New York megafab all sit in this category.
Announced: $243.1 billion, 8 projects
Just 8 projects — 10% of the count — account for $243.1 billion, or nearly a quarter of all tracked investment. Announced-but-not-yet-under-construction projects carry the most execution risk: financing, permitting, and site work can still fall through or slip years, and the eventual investment figure is the one most likely to be revised.
Design & permitting: $100.0 billion, 1 project
A single project — Micron's four-fab Clay, NY megafab — sits in this narrow phase between announcement and visible construction, representing $100 billion on its own.
Delayed and cancelled: $61.0 billion combined, 3 projects
Intel's two Ohio One fabs, originally targeted for earlier completion, are now tracked as delayed, with planned high-volume manufacturing pushed to 2030 and 2031 respectively ($28.0B combined). Separately, Intel's Magdeburg, Germany project — a planned $33.0 billion investment — is tracked as cancelled after the company paused the site. Combined, $61 billion in previously announced Intel investment is now either delayed or off the table — a reminder that announcement-day figures are a starting point, not a guarantee.
Why this matters
Roughly 45% of tracked global fab investment dollars are still under construction, not producing chips. Another quarter is merely announced. If you're using headline “$X trillion in semiconductor investment” figures — including ours — to gauge current manufacturing capacity, this breakdown is the more useful number: less than a fifth of it is built and running today.
